** FILE ** The NIS Jugopetrol oil refinery is seen in Pancevo, some 16 kms (10 miles) north of Belgrade, in this Jan. 22, 2008 file photo. Russian and Serbian officials on Friday, Jan. 25, 2008 signed a multibillion-dollar energy deal that would make Serbia a key hub for Russian energy supplies and strengthen Moscow's dominance of the European energy market. The agreements, worth an estimated US$2.2 billion (Euro 1.5 billion), would include building a branch of the prospective South Stream natural gas pipeline in Serbia. South Stream would run under the Black Sea from Russia to Bulgaria, from where it would branch off west to Serbia and, possibly, in other directions. A separate protocol also envisages Russia's state gas monopoly, OAO Gazprom, acquiring a controlling stake in Serbia's state oil company NIS.
